TO ALL OPERATING BOILING WATER REACTORS (BWR's) 

By letter dated July 7, 1980, we requested that you propose Technical 
Specification changes for your facility to provide surveillance requirements
for scram discharge volume (SDV) vent and drain valves and LCO/ surveillance
requirements for RPS and control rod block SDV limit switches. We failed to 
inform you in that letter that we have determined that a Class III license 
fee should be submitted with your request for a Technical Specification 
change. 

In our future requests for Technical Specification changes, the fee 
determination will be included.
