Abstract

The U.S. Nuclear Regulatory Commission (NRC or the Commission) prepared this supplemental environmental impact statement in response to an application submitted by Tennessee Valley Authority to renew the operating licenses for the Browns Ferry Nuclear Power Plant, Units 1, 2, and 3 (Browns Ferry), for an additional 20 years. This supplemental environmental impact statement includes the analysis that evaluates the environmental impacts of the proposed action and environmental impacts of a combination of replacement energy generating capacity as part of the no-action alternative.

The NRC staff’s recommendation is that the adverse environmental impacts of subsequent license renewal for Browns Ferry are not so great that preserving the option of license renewal for energy-planning decision-makers would be unreasonable. This NRC recommendation is based on:

  • the analysis and findings in NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants
  • the Environmental Report submitted by Tennessee Valley Authority, as revised
  • the Environmental Impact Statement prepared by Tennessee Valley Authority
  • the NRC staff’s consultation with Federal, State, local, and Tribal, and local agencies
  • the NRC staff’s independent environmental review
  • the NRC staff’s consideration of public comments received during the scoping process and on the draft supplemental environmental impact statement
