Purpose The U.S. Nuclear Regulatory Commission (NRC) is issuing this administrative letter to ask addressees, on a voluntary basis, to submit information pertaining to their previous estimates of the number of candidates to be tested for operator licenses in fiscal years (FYs) 1996 through 1999. These estimates will help the NRC in the planning of its resources. The submittal of this information is strictly voluntary. Therefore, no specific action or written response is required. Background In Generic Letter (GL) 89-03, "Operator Licensing National Examination Schedule," March 24, 1989, the NRC issued its first national examination schedule and asked licensees to provide estimates of the number of candidates requiring examination. Subsequent generic and administrative letters have updated this process. To plan its use of resources for FYs 1996 through 1999, the NRC is asking licensees to update their estimates submitted in response to Administrative Letter (AL) 94-12, "Operator Licensing National Examination Schedule," September 12, 1994. Discussion The NRC regional offices normally schedule examinations consistent with the attached examination schedule (Attachment 1). However, if the workload in a region or across the nation is excessive during a particular month, the NRC may need to adjust some examination dates to balance its resources. Additionally, in light of proposed program and resource changes, the NRC is considering scheduling operator licensing examination dates on a once per year basis. The NRC regional offices will coordinate shifts in examination dates with the training managers of affected licensees if the schedule needs to be changed. 9601040138. AL 96-01 January 9, 1996 Page 2 of 3 The generic fundamentals examination (GFE) will be given only twice a year: on the first Wednesday following the first Sunday in the months of October and April. All other aspects of and procedures for administering the GFE will remain the same. Requested Information Using NRC Form 536, "Operator Licensing Examination Data," included as Enclosure 2, please update in Section A the estimated number of candidates to be examined during each of the two annual scheduled site visits. Indicate in this section the desired primary date should scheduling allow for only one NRC examination visit per fiscal year. In Section B, please update the estimated number of candidates that will participate in the GFE scheduled for April 1996 and October 1996. Lastly, please provide dates for the next scheduled licensed operator requalification examinations, which will be used for resource planning for NRC requalification program inspections. Voluntary Response Requested Within 30 days of receiving this administrative letter, all addressees are requested to voluntarily submit a response containing the information requested above.
