NRC ADMINISTRATIVE LETTER 94-14:  DISTRIBUTION OF SUPPLEMENT TO NUREG-1021,
"OPERATOR LICENSING EXAMINER STANDARDS"


Addressees

All holders of operator and senior operator licenses at nuclear power reactors
and all power reactor licensees.

Purpose

The U.S. Nuclear Regulatory Commission (NRC) is issuing this administrative
letter to inform addressees that the NRC has issued Supplement 1 to Revision 7
of NUREG-1021, "Operator Licensing Examiner Standards."  No specific action or
written response is required.

Background

A recent amendment to Title 10 Code of Federal Regulations, Part 55,
"Operators' Licenses" (10 CFR Part 55) was described in NRC Administrative
Letter 94-05, "Notification Concerning Changes to 10 CFR Part 55."
This rule change deleted the requirement that every licensed operator pass an
NRC conducted requalification examination as a prerequisite for license
renewal.  The NRC will conduct requalification examinations when this action
is deemed to be the most effective tool to evaluate and understand
programmatic issues or if the NRC loses confidence in the ability of a
facility licensee to conduct its own examinations.

Discussion

Supplement 1 to Revision 7 of NUREG-1021, which consists of replacement pages
for Revision 7, deals primarily with the planning and scheduling of NRC
requalification examinations and the processing of license renewal
applications for power reactor operator's licenses.  The supplement also
incorporates several minor clarifications and corrections, but does not
substantially alter the content of either NRC-conducted initial or
requalification examinations. The revised procedures are effective for all
examinations that are requested after August 6, 1994.  The corporate
notification letters for examinations initiated by the NRC issued after the
effective date provide at least 90 days' notice that the examinations will be
conducted in accordance with the revised procedures.

In July 1994, the staff sent Supplement 1 to Revision 7 of NUREG-1021 to all
holders of operating licenses or construction permits for nuclear power
reactors.  A copy is also available in the NRC Public Document Room.

This administrative letter requires no specific action or written response.
