Purpose The U.S. Nuclear Regulatory Commission (NRC) is issuing this administrative letter revision to give addressees updated information about the availability of NRC bulletin board systems (BBSs) and list server systems. This administrative letter does not transmit or imply any new or changed requirements or staff positions. No specific action or written response is required. Background The NRC issued Administrative Letter 94-13 and 94-13 Revision 1, "Access to Nuclear Regulatory Commission Bulletin Board Systems," dated September 13, 1994 and June 29, 1995 respectively, to inform addressees of the availability of NRC BBSs containing the Standard Technical Specifications, NRC generic communications, and files on several other subjects. Recently, the NRC initiated list server systems which may deliver electronic information directly to interested recipients. Discussion The NRC operates several subsystems on the Federal Government Fedworld BBS, which is operated by the National Technical Information Service (NTIS). The names of the NRC subsystems on Fedworld, the information they contain, and their associated NRC contacts are presented in Attachment 1. The NRC also operates some stand-alone systems (i.e., not on, but accessible from, Fedworld). The names of these systems, the information they contain, and their associated NRC contacts are in a table on Attachment 2. Information on accessing the various BBSs is given in Attachment 3. Except for the Bibliographic Retrieval System, new users to each system establish their own password when they first log on to the system. Information on obtaining a password for the Bibliographic Retrieval System is given in a footnote to Attachment 3. 9605010177 AL 94-13, Rev. 2 May 3, 1996 Page 2 of 3 Users who access any of these systems through a modem should set their communications parameters as follows: bits/character 8 parity N number of stop bits 1 full duplex Users should know (1) the protocol their telecommunications software will use for downloading files, e.g., zmodem, and (2) the command(s) necessary to initiate a file transfer using their software. Although every effort is made to ensure that the information on each BBS is accurate, documents obtained from them are not official documents. Every user explicitly acknowledges that all information obtained from the BBSs is provided "as is" without warranty of any kind, either expressed or implied, including, but not limited to, the implied warranties of merchantability and fitness for a particular purpose and that the entire risk of acting on information obtained from the BBSs, including the entire cost of all necessary remedies, is with those who choose to act on such information and not with the operators of the BBSs. In addition to the BBSs, NRC maintains a list server system with a number of lists that the public may subscribe to via electronic mail transmitted over the internet. There is no charge for subscribing to any of the lists. Some of the lists are moderated and only accept messages from the list managers. Other lists are unmoderated and accept messages from all subscribers. Both types distribute messages sent to the list to all list subscribers. NRC-moderated lists include (1) a daily report consisting of the plant status report, event notifications, and the NRC morning report; (2) NRC generic communications; and (3) NRC press releases. These lists are named DR-NRR, GC-NRR, and PR-OPA, respectively. An unmoderated list, TS-NRR, is used to exchange information on technical specifications (TS) between the NRC, licensees, and the public. This list serves as a forum for the discussion of suggested changes to NRC standard TS (STS), including the format of STS as WordPerfect documents and nonproprietary formats such as the standard generalized markup language (SGML). The NRC Technical Specifications Branch is examining the feasibility of using SGML for TS documents. The list is also a discussion forum for issues on converting plant TS to the guidance provided by the STS. The names of all of the lists, their contents and an NRC contact are shown in a table on Attachment 2. To subscribe to any of these lists, send an e-mail message to listproc@nrc.gov, no subject, with the following message: subscribeAL 94-13, Rev. 2 May 3, 1996 Page 3 of 3 Replace "list-name" with the name of the list you wish to subscribe to and give your first and last name. Do not type the symbols > and do not add commas. A sample message is: subscribe TS-NRR John Jones. The list server will use the address from the e-mail heading so that address should represent the person or group to which information is to go. Also, do not include the address as part of the subscribe message. You will get a message that you have been added to the list and instructions for communicating with the list server system. If you do not receive this return message, please check with the contact for that list by email or phone. Subscribers are reminded that, on unmoderated list systems, using the reply feature of e-mail to respond to a message from the list sends that response to all members on the list and not just the initiator of the original message. Therefore, NRC asks that all messages sent to an unmoderated list, addressed to @nrc.gov, include the address of the sender so that, if appropriate, a response may be sent to that individual and not to all subscribers to the list. This administrative letter requires no specific action or written response.
