NRC ADMINISTRATIVE LETTER 93-05:  ANNOUNCEMENT OF PUBLIC WORKSHOP ON THE FORM  
                                  AND CONTENT OF DESIGN CERTIFICATION RULES


Addressees

All holders of operating licenses or construction permits for nuclear power
reactors.

Purpose

The U.S. Nuclear Regulatory Commission (NRC) is issuing this administrative
letter to inform addressees of a November 23, 1993, public workshop on topics
related to the certification of evolutionary light water reactor designs. 
This administrative letter does not transmit or imply any new requirements or
staff positions.  No specific action or written response is required.

Background

Title 10 of the Code of Federal Regulations Part 52 (10 CFR Part 52),
"Subpart B - Standard Design Certifications," provides the requirements
applicable to issuing a design certification for a standard nuclear power
plant design.  The NRC is planning to set forth in separate appendices to
10 CFR Part 52 several rules regarding certification of evolutionary light
water reactor designs.  In order to obtain early public participation in the
development of the form and content of these design certification rules, the
NRC is conducting a public workshop, and planning to issue an advanced notice
of proposed rulemaking in the near future.

Discussion

The NRC published a notice in the Federal Register (58 FR 53002) on 
October 13, 1993 announcing a one-day workshop on topics related to the
certification of evolutionary light water reactor designs.  The purpose of the
workshop is to inform the public of current proposals for approving standard
reactor designs by rulemaking, answer questions from participants, and discuss
recommendations or concerns raised.  The NRC invites participation in this
workshop by any interested person, including licensee employees, licensee, 
contractor or interest group representatives, and the general public.  

The workshop will be held at the Ramada Inn, 8400 Wisconsin Avenue, Bethesda,
Maryland, (301) 654-1000, between the hours of 8:30 a.m. and 5:00 p.m. on
Tuesday, November 23, 1993.  Individuals who wish to participate in the
workshop are not required to give advance notice of their attendance.  A

sign-in sheet will be provided and attendees who ask questions or provide
comments will be requested to identify themselves.  A transcript of the
proceedings will be prepared.
